They are two allegorical feminine names given to the two kingdoms of the Jews. Ahola is the name applied to Samaria (the northern kingdom), and means "she who has a tabernacle"; and Aholibah, which means "in it I set my tabernacle" and applies to Judah (the southern kingdom).
The name indicates a criticism of the disastrous and schismatic state of the cult in the northern kingdom (Ez. 23). The two States are represented as two sisters espoused to God.
In the allegory, both are considered guilty of adultery against Jehovah, her legitimate husband, for their sinful alliances with foreign powers and gods.
Aholiba is exhorted to consider the situation of her sister and to repent if she does not want to fall into her pitiful state.
